Mr Starmer visited Monskton Co-op store to meet the staff and learn more about the city's successful robot delivery scheme.
Outside the store, he took off his own mask to say: "The government does need greater clarity on masks but it falls to all of us to say follow the government advice and wear one.
"There's been some confusion but I think it is very important, as leader of the opposition, that we must follow the advice. If the advice is to wear a mask, we should all do it."
